InformationModèles institutionnels de gestion des ouvrages d’irrigation (2001) -Twenty years after the International Decade for Drinking Water and Sanitation (IDWSSD), and despite the importance of the results achieved in terms of access to drinking water, several international organizations consider the investment have not been optimized. Indeed, an important part of the infrastructure is underutilized or out of service because the systems operation and maintenance have failed to timely trigger appropriate actions. The causes are mainly related to the approach: decision-making at the central government (strategy based on supply), non-involvement of beneficiary communities in the design of infrastructure and the level of service, lack of project ownership by these communities (no transfer of ownership and no financial implications) and finally, insufficient action to improve their capacity for collective organization and management.

Even in Britain, where concessions were granted in perpetuity, they may be terminated after 25 years, after a notice period of 10 years, in addition, at any time, the State may terminate the contract in case of failure of the private operator.

The practical implications of this approach were discussed at the 3rd Annual Canadian Conference on Health and Development by the President of CIDA, in November 1996. The President expressed hope that CIDA takes into account at the stage of projects planning, their impact on health, the same way environment and women are.
